Disabled Parking in Tesco Silverburn

Overview
I have been a regular customer at Tesco since it opened. I am now a Blue Badge holder and try to use the disabled bays. This however is now problematical in this store. I frequently find the disabled spaces are full and many of the cars occupying them are not Blue Badge holders. Tesco Customer Service say it is not their responsibility to monitor use of these spaces. The last straw recently occurred when I searched in vain for a space on 9/2/19. I wanted to buy a Valentines Day card and gift for my wife. I couldn't find what I wanted in Tesco after I had done my regular shop so I returned to my car and left my bags there. I then trudged round Silverburn before finding something suitable. I then returned to my car and left. I have now been served with an Overstay Parking Charge Notice. Apparently I stayed for 13 minutes over the allotted time. I intend appealing but in the interim I have found that the nearby Sainsbury store has an abundance of disabled parking and there is never a problem finding a space there adjacent to the store.
