Disabled loo red cord

Overview
Visited the local Hospital for an appointment today and used the disabled loo, where I was, yet again, dismayed to see the red cord was cut off at approximately waist height. Surely a hospital should understand this and get it right?
Transport & Parking
It is only a small older hospital building with limited parking, but there are 3 blue badge spaces, with automatic doors and level access into the reception area. Friendly and helpful staff.
Access
Disabled access into the hospital is good and good corridors to the various departments. Because of the age of the hospital, once you get into a department the corridor to the various rooms are more narrow with narrow doorways.
Toilets
Door opens inwards and either side of the loo are sanitary bins, so you cannot reverse alongside to transfer easily. Hand washbasin not in reach when on loo. Red cord cut off at approx waist height when sat down, so anyone on the floor could not reach to summon help.
Staff
Very friendly and helpful.
Anything else you wish to tell us?
We are grateful in our small town to have this hospital, but they should not have to be told about the cord, I expect a hospital to know how important this is.
