Lift broken since March, 500m detour to toilets

Overview
Disgusting that as of October 2023 the lift is still broken. This is the only way to access the public toilet and some of the shops as well as the carpark and bus station. If you require any of the listed items you must go back out on to the pedestrian centre, with no parking after 11am, and walk 🙄 or be wheeled 500m round the block to the rear of the centre. If you are able to get around there you are met with a crowded bus station which you have to go through just to reach the back door. It seems that Elgin town centre does not want disabled shoppers, it's also not helped by the disabled spaces nearby being closed because of a crumbling, collapsing car park and building work at the west end of the pedestrian area.
Transport & Parking
I drove because the bus service is unreliable and uncomfortable for my fractured vertebrae.
Access
No access to lower floor from the pedestrian high st side.
Toilets
Only accessible from the bus station which cant be reached because of the broken lift, unless you take the detour around the high street and through the bus distances and queues.
Staff
Helpful but unable to change things.
