Lovely walk on top but beach barely accessible

Overview
This was definitely a tale of two halves. We had hoped to go down to the beach, walk on the promenade and maybe give the dog an off lead run. However, most of the paths down were either very steep or had steps. The prom itself had lots of pebbles and sand washed up so that wouldn't have been easy either. However, the town itself and the walk along the cliff top and through the gardens was absolutely lovely. Some of the best paving and cleanest, widest paths I have seen in a long time.
Transport & Parking
Very easy to get to and a choice of three or four car parks - all free.
Access
The town, walk along the tops and the gardens were mostly flat and a good surface. We enjoyed quite a long walk and would have gone further north but there was road works and a truck on the footpath so we turned back. The access routes to the beach were very steep and most had steps. It's a shame as paths could have been built better, but they have probably been there a very long time.
Toilets
Toilets in the shopping centre (Byran Place) were good. The accessible loo wasn't RADAR locked but it was cleaned regularly and I didn't have to wait once (I had several visits).
