Overview
The city walls are very old and have narrow steps, but they also have a ramp which gives access to a large section of the walls for wheelchair users, I'm not sure how well a mobility scooter or powerchair would cope with some of the steep gradients above the city gates. .
Transport & Parking
There is on street parking close to the section of the walls with wheelchair access. The bus station is a few minutes walk from the city walls.
Access
You'll find ramp access to the city walls at Bank Place directly across from the Metro Bar. Bank Place is just on the left after passing under Shipquay Gate approaching from the direction of the Guildhall. Steps on some sections of the walls are steep so you need to be careful if you are visually impaired.

You can get some nice views over Guildhall Square to the Peace Bridge across the river Foyle from the wheelchair accessible section of the city walls.

I didn't spot this review before visiting Derry in 2021, but can confirm that it's still possible to get to a substantial stretch of the walls without climbing steps, and there are great views and helpful historical information boards that I was able to read from my small scooter.
