No functioning disabled toilet

Overview
Ineffectual ‘disabled’ toilet.
Transport & Parking
No immediate parking nearby and no disabled parking bays near either. Tram stop is nearby but due to busy Xmas traffic I didn’t feel confident using public transport on this occasion
Access
Step free access and easy to find at the top of Oxford street. Front doors are not automatic but staff were alert and ready to help.
Toilets
Despite my friend making it clear in the booking that 2 of us had access needs the disabled toilet was the worst I have encountered. There were no grab rails at all and the toilet was really low. My husband had to come in with me to assist which in a functional disabled toilet I do not need him. Really upset at this. The management did apologise and said it was a work in progress but they should have alerted us prior to arrival.
Staff
Waiting staff were lovely. Management were clueless to the needs of disabled people even though they were aware of the unfinished disabled toilet. They need disabled awareness training. How do they think I could use a disabled toilet with no grab rails . I am not confident that the finished toilet will be fit for purpose
