Disabled parking has disappeared

Overview
Their are several shops, banks, cafe's etc in the town but the council are gradually (sneakily) removing the disabled parking. Does the council really not realise that many people with a disability can't walk far. The few spots they have were unusable. North Street was full of scaffolding and works vans so only 2 spaces (they were full) were available and Batchen Street was full of works Van's! My choices were the dangerous, crumbling St Giles car park (2 floors are closed due to unsafe concrete, these include the disabled spaces with entry to the St Giles centre, should they even be operating this car park?) or the 2 spaces in front of or behind Farmfoods, All too far from the main shopping area (500 meters) so if going I'd have needed a wheelchair or motability scooter. My plans to shop were ruined, I ended up going home disappointed after wasting 30mins and a few £ in petrol driving round and round looking for a space. It seems that the town of Elgin and Moray council don't like disabled shoppers.
Transport & Parking
Bus service is unreliable and expensive, they tend to use double dockers or coaches with high steps. Parking as above. Not enough of it with many spaces having been removed since lockdown.
Access
If you find parking that is close enough the shops are all mostly accessible
Toilets
OK if you don't mind circumnavigating the High St, North St and bus station to get there (The lift at the St Giles Centre still doesn't work, almost 2 years!)
Staff
Staff in stores etc are generally helpful and friendly.
